Lincoln to ''effect the exchange of the ratification of the Treaties concluded between the U.S. and Great Britain''. Signed by Harrison, ''Benj Harrison''. This treaty called for the establishment of an arbitration committee chaired by the U.S., U.K., France, Italy, Norway and Sweden.
