James Buchanan document signed as President, putting an end to the Water Witch Affair between the U.S. and Paraguay. In February 1855, the U.S. Water Witch was fired upon by Paraguayan forces when it sailed without authorization into the country's waters. The pilot of the ship was killed, causing strained relations between the two countries. A convention was held to resolve their differences, however, which was held on 4 February 1859 at Asuncion in Paraguay. This document, dated 21 February 1860 approves the terms agreed to there, reading in part, ''my ratification for that of the President of Paraguay to the Convention signed at Asuncion on the 4th February 1859.''
