Resolution signed by Secretary of State William H. Seward in Washington, D.C. on 27 February 1869, proposing the 15th Amendment of the Constitution. Seward signs the first page of this certified copy of the Resolution, which reads in part, ''Article XV. Section 1. The right of citizens of the United States to vote shall note be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude. Section 2. The Congress shall have power to enforce this article by appropriate legislation.'' Four page document is bound with a purple ribbon, held in place by a red paper State Department seal. Measures 8'' x 10.25''. Light staining and foxing, overall very good condition.
