Elegantly signed ''Theodore Roosevelt'' at lower right, countersigned by William Taft as Secretary of War. With intact blue paper seal. Vellum document measures 21'' x 16''. Minor creasing and discoloration along right edge, otherwise near fine with excellent display quality.
