James Monroe document signed as President, recognizing the Swedish Counsul, Severin Lorich, to the port of Philadelphia. Beautiful handwritten document shows the red wax-based paper seal of the United States at left side. Datelined Washington DC on 30 July 1819 and signed ''James Monroe'' as President, as well as ''John Quincy Adams'' as Secretary of State. Vellum bifolium document measures 10'' x 16'' as folded. Repair to closed tears on verso, including one through ''John'' of Adams' name. Overall in very good to near fine condition.
