President Carter typed letter signed to Republican Congressman Bill Young expressing rather candid disappointment that ''unnecessary water projects'' were included in a spending bill. Dated 11 May 1977, Carter writes, ''...I am deeply concerned and disappointed...My recommendations...were the result of a careful, thorough and detailed review...These cost-swing [sic] measures would save the American taxpayer near $4 billion...If wasteful spending is to be curtailed, necessary programs financed, and the Budget balanced by FY 1981, the Congress will have to assist me in eliminating needless and counterproductive projects...[signed] Jimmy''. 1pp. on White House letterhead measures 7'' x 10.5''.
