William McKinley military appointment signed as President, dated 26 December 1899. McKinley appoints a William R. Sample to Captain of Infantry in the aftermath of the Spanish-American War. Countersigned by Elihu Root as Secretary of War. Vellum document measures 15.75'' x 19.25'', with intact blue seal at lower left. Chipping along edges and some discoloration along right edge. Very good condition.
