Warren G. Harding typed letter signed as President on 27 September 1922, shortly after the passage of the Jones-Shafroth Act, which granted Puerto Ricans U.S. citizenship. On White House stationery, Harding writes to U.S. Immigration Service officer Matthew B. Couch in San Juan regarding a memorial he received. In part, ''I was more grateful than I can tell you to receive the most beautiful memorial which came to me from the people of Porto Rico, portraying as it did various phases of Porto Rican life and very effectively revealing the attractive types of people in the Islands...I can assure you that the government is anxious to play its full part in promoting the most cordial relations and mutual confidence, and desires to be helpful in every way in contributing to the progress we mutually desire. Very truly yours, [signed] Warren G. Harding''. 7'' x 9'' letter is on card-style stationery, with last sheet (that has no writing) affixed to paper measuring 8'' x 10''. Heavy toning, otherwise near fine.
