Dwight Eisenhower typed letter signed as President, dated 23 January 1960, on White House stationery and labeled ''PERSONAL'' at top. Addressed to brother Edgar Eisenhower, letter discusses Eisenhower's thoughts on interventionist policy in Latin America. Reads in part: ''...It is easy to understand the resentment expressed in the letter you wrote on your birthday. Perhaps that was your way of celebrating. It would take too long to explain, in a letter, all of the factors that have a bearing -- pro and con -- upon our relationships with Panama...I would observe one thing. You are contemplating a trip to Costa Rica. Should we use the old method of sending marines into any Latin American country as a means of asserting and enforcing our interpretation of any difficulty that might arise...But I do assure you that at times my temper gets almost out of control because of the implication that we have, all too often, in this situation, a case of 'biting the hand that feeds'...'' Boldly signed ''Ike'' in black ink. One page letter, measuring 7'' x 10.25'', has two folds from mailing and two punched holes at top. Near fine.
