Queen Victoria document signed, "Victoria RI". Military document appoints one "Gentleman" Arthur Valentine Palmer to the rank of Officer in the volunteer forces. Dated 16 October 1886, partially-printed document features the waffle seal to upper left and measures 15" x 12". Matted in royal blue and purple silk moire with gilt accents, and framed with printed color portrait and plaque to an overall size of 23" x 29". Toning, creasing and some fading, else near fine.
