Chester A. Arthur document signed as President. The 21st President's signature appears ''Chester A. Arthur'' in large script near the bottom edge. Partially-printed document dated 28 October 1881 appoints a Howard M. Kutchin to the position of Collector of Internal Revenue for the Third District in Wisconsin. Countersigned by H.F. French as Acting Secretary of the Treasury, single-page document measures 21'' x 16''. Block of toning and scattered tears to edges, with chipping to the lower left side and Kutchin's name inscribed to verso. Overall good to very good.
