Original ''personal message'' from Commander-in-Chief Bernard Montgomery, who led the British Zone in occupied Germany after her surrender. Dated 25 July 1945, Montgomery announces the first phase of Germany's ''rehabilitation'' is complete; Germans are now allowed to ''hold public meetings and discussions; I am anxious that you should talk over your problems among yourselves...I will help you eradicate idleness, boredom and fear of the future...'' Two page document measuring 8'' x 13'' is in very good condition with rust spots and chipping.
