Moss, then a second term Congressman from California, ''Dear Congressman [crossed out by Kennedy, who writes 'John'] / I wish to take this opportunity to extend to you my heartiest congratulations and good wishes on the occasion of your anniversary. May you enjoy good health for years to come. Sincerely, [signed] John Kennedy''. Letter measures 6.75'' x 9''. One horizontal fold, otherwise near fine.
