Jimmy Carter hand-annotated speech from his 1976 campaign regarding military waste and mismanagement. Edited in blue ballpoint, Carter writes (but then crosses out), ''I noticed last week that my opponent was saying that everyone who thought there was waste to be cut at the Pentagon was a threat to national security.'' He continues, writing, ''There is too much overlapping by the Pentagon and civilian agencies, sapping away defense dollars...We need long range building programs for submarines and other ships, and for our nation's weapon systems. Hit or miss planning and on again-off again budgeting creates confusion and waste.'' Two page document on two separate sheets measures 8.5'' x 11''. Paperclip impression, overall near fine.
