Vellum document is dated 26 February 1897, during Cleveland's mobilization of the Navy and shortly before the Spanish-American War. With intact blue paper seal, document measures 15'' x 18.5''. Smudge to Cleveland's signature, else near fine. Accompanied by over a dozen other documents given to Barber by lesser government agencies and civil organizations.
