Four Presidents signed photo, including Ronald Reagan who signed as President in May 1986. Photo measures 14'' x 10.75'', signed upon the photographic border by Richard Nixon on 28 February 1986; Ronald Reagan on 13 May 1986; Gerald Ford on 31 March 1986; and Jimmy Carter in April 1986. All men inscribe the photo to Bill Perkins, whose full name is William H. Perkins, Jr., the first lobbyist in Illinois who spent his career lobbying for public safety, receiving the Raoul Wallenberg Humanitarian Award in 1993. He was also the driver for Lord Halifax during World War II. One inch closed tear to right margin, along with a bit of edgewear. Mounting glue residue to verso. Signatures remain bold and prominent.
