Dated 26 August 1938, document is a permit for a fireworks display in Cleveland, signed ''Eliot Ness'' in black fountain pen as Director of Public Safety. Document measures 8.5'' x 13'', secured by two brads to a slightly larger blue backing. Fold at lower edge, overall very good to near fine.
