Excellent Dwight D. Eisenhower typed letter signed, dated 28 May 1964 regarding Civil Rights. On his personal stationery, Eisenhower writes his brother Edgar: ''...Congress...has included in the so-called 'Civil Rights Bill' a declaration that...the Federal Government will not claim exclusive jurisdiction.
