Charles G. Memminger letter signed as Secretary of the Treasury for the Confederate States. On ''Treasury Department, C.S.A'' letterhead, Memminger writes to Secretary of War James A. Seddon on 3 February 1863, enclosing a letter from H.W. Lubbock, Treasurer of the Belvidere Manufacturing Company. With two endorsements on verso, one signed by Assistant Secretary of War John A. Campbell reading in part, ''Ref'd to Maj. Genl Elzey - Passports are allowed for persons certified as the above & who have the specific object of getting machinery & material to carry on works of manufacture...The passport should require the body of the army of Genl. Lee to be avoided...'' Measures 8'' x 9.625''. Tear to lower left, folds and light wear, overall in good plus condition.
