With a bold and prominent signature by Lincoln, signed with his full name ''Abraham Lincoln'' at lower right. Countersigned by Secretary of State William H. Seward. With intact red wax-based paper seal. Vellum document measures 17.75'' x 11.25''. Folds, and some discoloration at upper right, but overall in near fine condition with virtually no toning as typically found on vellum documents.
