Document in Spanish is untranslated and countersigned by Manuel Urrutia Lleo as president, a position he held for just six months. With presidential seal affixed near signatures. Full signature appears on the second page and initials appear on the first page; other initials on the first page are likely by Urrutia. 2pp. document measures 9'' x 13.75''.
