Dwight D. Eisenhower typed letter signed ''Ike'', dated 13 February 1963, on personalized ''DDE / Gettysburg Pennsylvania'' stationery, from Palm Desert, California. Written to his brother Edgar, letter reads in part: ''...I often said during the 1952 campaign, and afterwards, that the United States would never agree to the enslavement of the Eastern European satellites by Russia and that we would never cease to use every peaceful method available to us to help them regain their freedom. Since only Congress can declare war it is equally obvious that I have never mentioned the possibility of the United States going to war to aid one of these satellites. Of course, [reporter David] Brinkley is known for his antagonistic attitude toward my Administration, but I still cannot believe that he ever said that I had signed a White Paper that contained a clause in which I said that we would never assist a Communist satellite militarily if they should revolt...'' One page letter, measuring 7'' x 10.25'', has expected folds from mailing and punched holes at top. Near fine.
