Written in pencil, note reads in full, ''The granting of increase of pensions is one of law and not of favor and could do you no good. Your application should show the ground on which it is claimed, with proof of your statements, and then it becomes a mere matter of decision by the authorities / U.S. Grant''. Written on both sides of a card measuring 3.375'' x 2''. Signature a bit light, else near fine. Accompanied by an envelope with a handwritten note of provenance from 1902.
