Cooper was subsequently named Acting Governor and here appoints a tax assessor for the Territory. Attractive document has intact red Treasury seal, signed ''Henry E. Cooper'' beneath it. Measures 8'' x 14.25''. Light uniform toning and folds, overall very good plus condition.
