Dated 17 November 1998 to Dan Kleiner, Ford writes, ''...The Vladivostok weapon negotiation between Brezhnev and me was a major step forward in the reduction of the nuclear threshold between the two super powers...I was always convinced the United States with its free world allies would prevail. The competition between democratic capitalism and communism ended when the Soviet Union's political and economic policies collapsed in 1989.
