Upon his personal stationery dated 22 September 1911, typed letter to James Kennedy, former Ohio Congressman, reads in full, ''I have received a copy of that speech, and shall carefully read it. But don't you think that the Governors in their recent action were really driven to it by the fact that the Federal Courts have confined themselves to giving negative power only to the Constitution, that is, to forbid now the State, now the Federal authorities, to interfere; and thereby to create a zone in which the corporations were left absolutely free. Sincerely yours, [signed] Theodore Roosevelt''. He adds in his hand, ''We must assert control over the railway, not in an academic but in a real and efficient fashion on behalf of the people.'' Single-page slightly trimmed letter on a sheet of ''The Outlook'' stationery measures 6'' x 7.5''. Mounted to paper with newsprint slips affixed to verso. Significant buckling, toning and adhesive residue to verso. In only fair condition with superb content.
