Herbert Hoover shellback certificate signed as President-elect. As nautical tradition dictates, the whimsical certificate was issued to Naval-man Walter R. Selby, in honor of his first crossing of the Equator on the USS Maryland on 30 November 1928. Hoover was aboard for his Latin America tour. He signs ''Herbert Hoover'' to the lower right. Measures 21.25'' x 16.75''. Light toning, else near fine.
