Large partially printed document is signed by Johnson as President and countersigned by William Seward as Secretary of State. Measures approximately 23'' x 18.5''. Blind-embossed white paper seal intact. Not examined out of frame, but some discoloration, chipping, and separation along folds. Overall in fair to good condition.
