William Taft document signed ''Wm Taft'' as President. Dated 13 April 1911, document confirms Charles T. Forse's retirement, who enlisted in 1869: ''...I do appoint him Rear Admiral in the Navy, on the Retired List...'' A blue Naval Department seal is affixed to a nautical etching near the tail edge. Partially printed document measures 15.5'' x 19.25''. Significant buckling, else very good.
