Burger authored this unanimous decision, ruling against the President who appointed him to the high court. Burger inscribes the cover page, ''For Marry Ann Harrell with appreciation / Warren E. Burger''. Harrell authored ''Equal Justice Under the Law'', a history of the U.S. Supreme Court. 31pp. booklet measures 5.75'' x 9''. Light toning, otherwise near fine. Burger rarely signs Supreme Court decisions, especially this one regarding Watergate.
