Richard Nixon document signed as President, appointing Ludwig John Andolsek as Civil Service Commissioner, dated 29 April 1969, countersigned by Secretary of State William P. Rogers. Created in 1871 under President Ulysses S. Grant, the U.S. Civil Service Commission sought to end cronyism in the federal government by ensuring jobs were filled on merit rather than political favor. It was disbanded in 1979 as part of post-Watergate reforms. Large document measures 22.875'' x 19'', with intact white Great Seal at lower left.
