Johnson to sign H.R. 8371, The Excise Tax Reduction Act of 1965, designed, according to the committee report, ''to help sustain the economic expansion'' and also to modernize the structure of excise taxes which ''were initially levied as emergency revenue-raising measures at the time of the Korean war, World War II, or the depression of the 1930's''. Esterbrook pen reads along the barrel ''THE PRESIDENT - THE WHITE HOUSE'', and holds a 2668 nib. Pen measures 6.25'' long, framed with a partial copy of the bill, to a size of 10'' x 13.25''. Very good to near fine condition.
