Woodrow Wilson signs his full name to an official document as President, appointing Lewis S. Suttiff to the position of Chief Pay Clerk in the U.S. Navy on 25 January 1916. A large royal blue Navy Department seal is affixed to the document atop a decorative nautical illustration. Measures 15.5'' x 19.75''. Mounted to a flexible paper board. Dampstaining to tail edge, some translucency throughout from mounting and wear to the seal. Very good condition.
