Commercial shipping during the War of 1812 was notoriously hazardous, as the British enforced a naval blockade along most of the Atlantic coast at the time of this document, dated 2 January 1813. Signed by Madison as President and by Monroe as Secretary of State. Measures 21.25'' x 16.75'' with two wax-based seals. Minor dampstaining, overall very good plus condition.
