Joseph Stalin document signed, dated 10 February 1922 when Stalin served as the People's Commissar of Nationalities, dealing with all non-Russian residents in Soviet Russia. Signed ''J. Stalin'' in red fountain pen, document appoints I.L. Dzevyaltovsky as Deputy Regional Plenipotentiary of the People's Commissariat for Workers' and Peasants' Inspection (PCWPI) for Southeast Russia. With ink stamp of the People's Commissariat at upper left. Single page measures 8.875'' x 14''. Fading to typeset, uniform toning and a few pieces of archival tape at edges. Separation starting along folds and small holes at intersecting folds. Stalin's signature remains clear and bold. Overall in very good condition. With University Archives COA.
