Blunt to the Corps of Engineers with the rank of Major. Dated 13 April 1863, signed by Lincoln as well as Secretary of War Edwin Stanton as Secretary of War. Vellum document measures 14.75" x 19.25", hinged at top to mat. Folds as issued with one touching the very top of signature, overall near fine. Accompanied by portrait of Lincoln.
