Dated 22 March 1862, Lincoln signs with his full name, ''Abraham Lincoln'' at lower right. Countersigned by Secretary of War Edwin Stanton. Folds and light dampstaining along bottom and right edge. Overall very good condition with fully intact blue paper seal.
