Document is countersigned by Acting Secretary of State, Frank L. Polk. Signed ''Woodrow Wilson'' at lower right, document also includes large United States seal affixed at lower left in fine condition. Measures 15.75'' x 19.5''. Two inch closed tear to left edge and minor staining, in overall very good condition.
