Council of the State of Pennsylvania at Philadelphia''. Paper is mounted below engraved portrait of Washington. Measures 6'' x 2.75''. Comes with provenance written on back of frame, stating piece was inherited. Vertical fold through signature, small piece of left corner missing and toning, overall very good condition.
