Franklin D. Roosevelt document signed as Acting Secretary of the Navy, dated 31 October 1918, just as WWI was coming to a close. Document promotes Roger E. Heimer to 3rd Lt. of Engineers in the Coast Guard. Roosevelt writes "Acting" to "Secretary" and crosses out "Treasury", hand-writing "Navy" instead. Original blindstamped seal intact. Measures 19.5" x 15.75". In beautiful, near fine condition.
