Franklin D. Roosevelt document signed as Acting Secretary of the Navy. Partially-printed document dated 15 April 1919 is a Naval commission, promoting one Middleton S. Elliot to the rank of Medical Director in the Navy. Single-page document is countersigned by the Registrar and bears a blue seal to lower left. Measures 15'' x 19.5''. Creasing and wear to seal. Very good.
