Needs more Air Power - Sea Power and ground offense (?). 2. War danger: 1. China danger increasing each day. Their interests depend on what power they have - it gives up. 2. U.S. support. 3. S.V. (?) Support. 4. Allied powers (?). 5. We delay Asian take off (?). Future: 1. China will not intervene. (unless war goes on). 2. S. Vietnam govt. will be stable. 3. At present pace - War is at least 2 years longer. 4. No negotiation...China: 1. Change when they change. 2. Best way to affect them -- to win them to peaceful change by convincing them that the war will change...More to mobilize Free Asia...''
