James Madison four-language ship's papers signed as President, countersigned by James Monroe as Secretary of State. Large document authorizes the Brig Eliza Wheeler under command of Noah Scovill to pass through international waters, with the Brig leaving New York, bound for Amsterdam carrying ashes, rice and cotton. With fully intact paper seal. Dated 4 November 1812, paper document measures approximately 21.25'' x 16.5''. Archival tape repair to verso, a few pinholes and light soiling. Overall in very good condition with bold signatures.
