Letter is addressed to his brother, Edgar, and discusses civil rights: ''...Congress...has included in the so-called 'Civil Rights Bill' a declaration that...the Federal Government will not claim exclusive jurisdiction...The Constitution and treaties, along with laws made in accordance therewith, are the supreme laws of the land...'' Signed ''Ike'' in black ink. Letter measures 7'' x 10.25'' on one page with two holes punched at top. Near fine.
