Chester Arthur warrant signed as President, dated 10 October 1881. Arthur here authorizes the Secretary of State to affix the Great Seal to ''my proclamation attached to the treaty between the United States and China, signed at Peking on November 17, 1880…'' In this treaty, the United States placed restrictions on immigration whenever Chinese laborers were deemed to ''affect the interests'' of the United States ''or to endanger the good order of the said country…'' Two years later, in 1882, Arthur would sign a federal law that completely banned Chinese laborers, which lasted until its repeal in 1943. Single page on bifolium measures 8'' x 10''. Folds and mounting remnants to verso, overall in very good plus condition.
