Elegantly signed by Lincoln with his full name to lower right, ''Abraham Lincoln''. Countersigned by Simon Cameron as Secretary of War, and with blindstamped seal at lower left. Visible portion of document measures 13.5'' x 8.5'', framed to 21'' x 16''. Uniform toning and restoration along folds on verso. Very good to near fine condition.
