Lincoln elegantly signs with his full signature ''Abraham Lincoln'' at lower right, countersigned by Secretary of War Simon Cameron. Vellum document measures 13.5'' x 17.5'' as visible in frame, with intact turquoise paper seal and military vignettes. Framed to 22.5'' x 28.5''.
