Letter to Cuban President Raul Castro Ruz reads in part, ''In making this decision, the United States is encouraged by the reciprocal intention to develop respectful and cooperative relations between our two peoples and governments consistent with the Purposes and Principles enshrined in the Charter of the United Nations, including...promotion and encouragement of respect for human rights and fundamental freedoms for all...[signed] Barack Obama''. Two-page letter on two sheets is boldly signed by Obama on second page in black felt-tip. Sheets measure 5.875'' x 9.125'', with ''The White House / Washington'' printed at top of first sheet. Near fine condition.
