The Queen's signature appears at the top edge of the first page and ''Russell'' countersigns at the conclusion. A red seal is affixed to the left margin above a date stamp reading ''London / 15-6-38'', the end of the first year of her reign. Runs 3pp. on a single sheet of card-style stationery. Measures 8'' x 12.5''. Docket notations in ink to a panel of verso. Mild toning and creasing with separation to vertical fold intersections, else near fine.
