William McKinley document signed as President. Dated 3 March 1899, naval commission document is boldly endorsed, ''William McKinley'' in bold black ink. Partially-printed document appoints one Charles T. Forse to the position of Commander in the Navy. Countersigned by the Secretary of the Navy and bears a cobalt blue Navy seal at the bottom below an etched nautical scene. Measures 16'' x 19.75''. Wear to the surface of the seal. Near fine. A rare signature from the last years of McKinley's life before his assassination, in beautifully preserved condition.
